Each category reflects a different relationship with the association.

Voting rights in the General Assembly
For think tanks, research centers, and policy institutes interested in higher education and research, without voting rights.
Without voting rights
For universities or higher education institutions that do not fully meet the criteria for full membership but demonstrate a commitment to achieving these standards within a specified timeframe, without voting rights.

The requirements applicants must meet, as set out in the APU profile.
Any university that legally operates in Puntland and is recognized by the MoE & HE as an HEI shall be eligible to apply for membership of the association.
The university should award a four-year bachelor's degree.
The university must have produced at least two batches of graduates at the level of a Bachelor's Degree at the time of application.
The headquarters of the university should be in Puntland and it must have its own premises suitable for running university programs.
The Assembly Committee shall ensure that the university has a complement of staff, students, and facilities, including a working library, adequate for the conduct of university-level work.
Affiliate membership can be applied for by any think tank, research center, or policy institution which has a good reputation and has published at least 10 professional papers.
Provisional membership can be applied for by any universities which commit to demonstrating the requirements of full membership.
